Abstract

When analyzing the economic potential of MERCOSUR and the imperious necessity of increasing the ways for obtaining of advantages in the integration process, it considers the strategic potential of the geographical position of the North Area of Parana, it argues that the solution is air transport. However, this alternative it doesn't depend, exclusively, of the airport infrastructure of the place, but inherent legal aspects to the integration Law, Air Law and, also, of the air transport policy. Highlight, in the subject it is the Agreement of Fortaleza, an agreement among the Country-parts of MERCOSUR and associated (Chile, Bolivia and Peru), an important multilateral diploma, that indicates a new mark for the structuring of the Civil Aviation in South America.
