Abstract

AbstractThis paper discusses the design of a hydrometeorological information system whose roles is to support directly the operational management of a water resources system. It is based primarily on the authors’ experience in the ongoing development of such a system to support the management of a multireservoir hydroelectric system operated by Alcan Smelters and Chemicals Ltd in the Saguenay Lac St-Jean region of Quebec. The concepts of managerial decision-making, measurements, data, and information are discussed in the context of water resources engineering. They are then used to design the components of the information system: the common data base, the data banks, the data management system, the management reporting system, and the information retrieval system. It is felt that such an approach represents an important step towards realizing the full potential of the use of hydrometeorological measurements and data in water resources management.
