Abstract

An ambitious wired pay‐per‐view television service which began operation in California was halted, at least formally, by a voter referendum which outlawed pay television in the state. Although the courts declared the issue unconstitutional, STV, Inc. was unable to recover financially from the burden of starting a new enterprise and fighting the election battle.
