Abstract

This chapter considers the history of social policy with commentary relating to the so-called ‘industrial revolution’ (circa late 18th–early 19th century), the impact of migration to towns and cities and the policy responses to associated technological and economic expansion. The chapter considers the sorts of challenges generated for governments of the day and the nature of their responses to new demands and expectations.
