Abstract

Abstract A management strategy that involves issuing a varying number of temporary fishing licenses is proposed for new and expanding limited-entry fisheries. This strategy affords managers a means of stabilizing earnings per license and limiting increases in the cost of fishing during years of fluctuating stock abundance, Catch predictions are not required.
