Abstract

The global water is a significant risk facing the world. To address this crisis, one potential global solution is the concept of sustainable development, which is being implemented through the Sustainable Development Goal (SDG) Framework. The SDG Framework measures states’ progress in managing and cooperating over their water resources with Goal 6: Ensure availability and sustainable management of water and sanitation for all. This chapter explores how the SDG Framework—specifically SDG Indicator 6.5.2 on transboundary water cooperation—can be understood through the lens of water conflict management. The Four Stages of Water Conflict Transformation provide a mechanism for assessing the indicator and identifying transformative and collaborative skills to support states in developing transboundary water cooperation. This is presented through a case study of Uganda and its transboundary river basins and aquifers, using the data provided by the country during the first reporting exercise for SDG Indicator 6.5.2.
