Abstract
A GIS-based evacuation model for flash flood disaster has been developed for the Fujairah area in the United Arab Emirates (UAE). The model is based on the concept of integrating remote sensing data and Geographic Information System (GIS). The objective of this study was to evaluate the most suitable and safe sites in case of flash flood emergency evacuation in Fujairah. A series of diagrams and GIS layers were created to build the model. These include: flood-prone zones determination module, suitability evacuation sites module, and a least-cost route analysis module. The project adopts a methodology of first creating and populating a spatial database with relevant data. Thereafter, the data is clipped in order to fit Fujairah and avoid unnecessary processing. ArcGIS software spatial analysis tools were then used in combination of the developed criteria to identify the evacuation zones as well as the shortest routes. The results cover the whole study area with distributed suitable sites for flash flood evacuation sites. This is an important step towards assisting decision makers and local authorities in such emergency situations. Furthermore, the model allows for more coordination and work integration between the different departments involved during an evacuation scenario.
