Abstract
A Ginzburg-Landau theory for high temperature superconductors having the oxygen deficient perovskite structure is developed. It is assumed that there are two different types of superconducting layers and that there exist two order parameters, one for each layer. Mathematical criteria for the enhancement of the critical temperatures are derived.
