The model computes the importance weight factor for the experts who participate in risk qualification process, based on a number of attributes. FES model contributes to real estate industry by solving a fundamental problem for project teams who lack the capability of determining experts' qualifications impact on the quality of their risk assessments. FES model adds an essential component to risk management process by providing a tool that captures the knowledge of project management teams, in the form of expert rules, to compute a unique value that ranks the experts participated in the risk assessment process. A case study in Egypt is presented to test validity of the model.
