Abstract
The state of infrastructure in the United States has been discussed recently in the news, by federal and state executives and legislatures, by governmental agencies and academia, and in scientific and engineering literature (e.g., American Society of Civil Engineers, 2017 ; Petroski, 2017 ). Generally the focus is on the deteriorating condition of aging infrastructure across the country: roads, railroads, bridges, dams, levees, oil and gas pipelines and storage facilities, and the power grid. An emerging general threat is extreme weather events, commonly attributed to climate change, which exacerbate the challenges to aging infrastructure. Many of the deteriorating infrastructure issues require innovative engineering and geoscience approaches, and all of the issues require a dedicated, long-term federal and state government and industry commitment to restoration, renewal, and design for resiliency.
