If the specter of European divisiveness is to be suppressed, and the dangers of accidental war are to be firmly curbed, it is imperative that bold initiatives should be adopted by the nuclear superpowers.” In the article that follows political scientist Walter Goldstein discusses the aims for a more dynamic U.S. diplomacy in Europe. Walter Goldstein is visiting professor in the School of International Affairs, Columbia University and staff political scientist for the Bendix Aerospace Systems Divisions. He is currently preparing a book on military strategy and world politics.
