Abstract

Professional qualification policy in tourism is crossed by the interests of the social actors in each of its initiatives. The ideologies that reflect the social projects of the different social actors act on each initiative, materializing in their texts through different discourses. Therefore, the aim of this research is to analyze the political dimension of professional qualification present in the national public policy of professional qualification in tourism in force from 2017 to 2018 from the perspective of complexity theory. The theoretical and methodological path established to fulfill the research objectives underlies all research with the complexity paradigm, as theorized by Edgar Morin (2005). As for the steps of the theoretical and methodological path, its organization is guided by relations of construction – deconstruction – reconstruction of the object of study. In this sense, were used the methods of integrative literature review, bibliographic research, elaboration of a systemic model, document analysis, content analysis and discourse analysis. The integrative literature review allowed identifying the characteristics of interdisciplinarity and polysemy in the concept of professional qualification, as well as its procedural character. The theoretical framework pointed conceptual elements related to the fields of tourism, work, education and politics that correspond to characteristics of professional qualification. The organization of a systemic model based on complexity could bring together the results of the integrative review and the theoretical framework, allowing to systematize a conception of professional qualification that encompasses the various theoretical components including their relations of complementarity and antagonism. Using this model, it was possible to analyze the qualification through the national public policy of professional qualification in tourism in force from 2017 to 2018. To this end, it was first established a history of professional qualification public policies - those in general, through bibliographic research, and those in the tourism sector, through document analysis of National Tourism Plans. Then, a content analysis was carried out by which it was inferred from the texts of the referred public policy its adaptation to the model, the complexity relations present in it and a profile of the policy text itself. Finally, discourse analysis allowed the research to analyze the discursive formations that cross the public policy, establishing the ideological conceptions of tourism, work and education in force. From the discursive formations were recovered the ideologies that govern them and, from the analysis of the relationship between these ideologies, it was also possible to analyze the political dispute of the actors interested in professional qualification and, finally, the entire political dimension of professional qualification present in the national public policy of professional qualification in tourism in force from 2017 to 2018
