Abstract

Civil Defense in Brazil plays a fundamental role in protecting the population against natural disasters and emergencies. This article analyzes the structure of Civil Defense in the country, its challenges and future perspectives for improving the effectiveness of prevention and response operations. The research includes a review of current practices using academic sources and official documents, the article provides a comprehensive overview of the functions and challenges of Civil Defense in Brazil. The first part of this study explores the genesis of Civil Defense in Brazil, its main stages of evolution and the legislation that shaped its current structure, implementation and impact of PNPDEC, highlighting its importance for protecting the population and managing disasters in the country. The second part analyzes the challenges of Civil Defense in Brazil. This study provided a comprehensive understanding of Civil Defense in Brazil, which allowed us to analyze its biggest challenges and indicate the main points that require attention and improvement for the effective performance of Civil Defense in the Brazilian context.
