Abstract
In 1958 Robert Dahl published an important article in which he picked out the defining characteristics of a ruling elite and attempted to specify a method which could be used to test for the existence of a ruling elite.1 The theory and empirical study of political power was never quite the same again, for Dahl showed that there were crucial faults in much of the power elite literature.
