Abstract

Several models that have been designed in the last two decades for improving formal and nonformal education in developing countries are described and critiqued. The critique employs a variation of Wallace's culture change model as applied by Hutchens in assessing the education of women in Cuba. A model for evaluating educational programs for development is proposed.
