Instead of treating it as a health hazard, the government has limited its role mostly to acting against violators of COVID protocols such that the pandemic was being treated as a law and order issue. The inadequately equipped medical colleges and government hospitals are examples. It is reported that focussed surveillance studies and testing in areas such as markets would have helped much (The Hindu, 01 August 2020). Again the treatment towards Non-Resident Keralites (NRK) including students, returning to Kerala even in emergencies was so inappropriate that even the basic human rights were not taken into account.
