Abstract
Abstract : This is the second of two reports addressing the alternatives available for the development of Navy initial training courses; i.e., contract, Navy, or Navy/contractor developed. The first, TAEG Technical Memorandum 77-5, Precommissioning Training, July 1977, presented a technique for estimating the cost of Navy developed initial training courses and recommended case studies of a representative sample of surface ship initial training programs to further explore the available alternatives. Based on this recommendation, five major acquisition programs were selected for study. Results of these studies indicated the need for a standard procedure for maintaining and disseminating historical cost and management of initial training data. As a result of the nine training device course programs sampled, a computer based cost management control procedure was developed. The procedure is designed to assist program managers in selecting the most efficient initial training alternative, preparing initial budgetary estimates, and performing contractor cost proposal evaluations. Validation and refinement of the procedure is required.
