Abstract
This paper proposes a formal framework for understanding program development as cooperative work. The underlying model of cooperation is described and a formal scheme for expressing this model, based on dialogue, is outlined. Examples of the application framework are developed and a tool to support program development in this style presented. Program development strategies and methods are discussed.
