Abstract

The grandiose program for the Seven-Year Plan of development of the economy of the USSR from 1959 to 1965, elaborated by the Communist Party of the Soviet Union with the active participation of the entire Soviet people, envisages intensive employment of rich resources of land in all districts of the country and a markedly improved utilization of land as the basic means of production in agriculture. In this connection, the question of the economic appraisal of land, from the point of view of its most rational utilization in the national economy, today acquires major theoretical and practical significance.
