Abstract

A high quality digital infrastructure underpins virtually all sectors of a modern and innovative economy and is of strategic importance to social and territorial cohesion. Therefore, all citizens as well as the private and public sectors must have the opportunity to be part of this emerging digital economy. Optimizing the information flow triggered by announcements of constructions works regarding the deployment of high-speed electronic communications networks might be seen as a way to reduce costs and promote the cooperation of entities interested in that kind of information. This is particular relevant to the public sector, with increased efficiency of services provided to citizens. The paper presents how such approach was implemented in Portugal using the SIIA system, a geographical web based platform specifically developed to collect data about high-speed electronic communications networks, providing information in an opendata format. The paper also presents a business scenario regarding the efficient coordination of civil works, with simpler and more transparent permit-granting procedures. Using a BPMN diagram, a special focus in the process of constructions works and expansion of infrastructure is provided outlining the messages flow between the different participants in the process.
