Abstract

This research aims to analyze the expression assumed by the tourism qualification policy of the Ministry of Tourism (MTur) in force between 2017 and 2018. The theoretical-methodological approach used had three parameters: 1) bibliographic research, in order to identify the elements that compose the professional qualification; 2) content analysis, looking for how these elements were arranged in the policy; 3) method of complexity, to unveil the relationships between these isolated elements and to identify the expression of the policy as a whole. As a result, it is observed that the expression assumed by the MTur tourism qualification policy: carries a dialogical cohesion, where the elements of the qualification are complementary, but their manifestations are contradictory; tends to promote and validate public management itself; highlights educational aspects at the expense of work aspects; develop more the general qualification concept than the specificities of qualification in tourism; and points to the benefit of the business community at the expense of the tourism workers.
