Abstract

AbstractCitizenship has for too long been confined to voting and consumption of public services. A more collaborative and functional model — and indeed, the only one suitable for the critical challenges confronting America's communities — emphasizes horizontal, two‐way relationship among the various participants in the community‐governance process.
