Abstract
In the present study, the location equilibrium model was built which has three advantages. They are 1) application of fuzzy reasoning for describing ambiguity and complexity in the location choice behavior, 2) using the GIS data for performing the detailed spatial analysis in urban area and 3) make use of the rules of fuzzy reasoning for analyzing the change of Cohort-based urban population distribution for the horizon years. This model evaluated the effect on the change of location distribution caused by the flood control works and the flood risk perception of citizens. As a result of that, the significance of implementing the promotion measure of flood risk perception was shown.
