Abstract
The cognitive challenge that the world in general and Russia in particular faced in 2009 has opened new horizons for the development of information technologies. The crisis of the global socioeconomic system has made different countries quickly attain a new quality of control over society and the state in our complex and unstable world. Problems of the development and mass use of cognitive technologies for solving managerial tasks are discussed.
