Abstract
Regulation of substances may be divided into three phases; hazard assessment, risk assessment and risk management. Hazard assessment and risk assessment are both processes where scientific input should predominate, risk management must take into account a multiplicity of factors and cannot be regarded as solely a province for scientific debate.
