6 The preamble of the Charter contains the provisions that the EU is founded on the universal and indivisible values of human dignity, liberty, equality, and solidarity, the rights that it “reaffirms . . . result . . . from the constitutional traditions and international obligations common to the Member States, the Treaty on European Union, the Community Treaties, the European Convention . . .
