Abstract

ABSTRACT The Georgia Policy Council for Children and Families has adopted a framework for local governance and system reform. Ten counties are currently implementing the framework. This case study describes the implementation in Dawson County, Georgia. We assessed congruence between the Georgia Policy Council's framework and initiation in Dawson County. We used qualitative research methods of interviewing, document review, and observation to produce a rich description of both the collaborative and initiation processes. Although the terminology in the framework and within the community differed, we found the framework and the initiation process to be highly congruent.
