Abstract
One wonders how many more cities will have to go up in flames amid riot and bloodshed before we realize that we have no choice, merely in terms of our own individual self-interest, but to rouse ourselves from immersion in private pursuits and set about the job of putting things right? Dr. Ritter presents a proposal for the dramatic reconstruction of American cities … what we must do if we are to stop an accelerating trend toward virtual polarization of American society along primarily racial lines. The issues in the nation, at large are more than just economic, and they reach far beyond the boundaries of our cities. But a start must be made somewhere and it is in the interest of such a beginning—with full awareness that it is only that—that the proposal below is presented.
