Abstract

Critical facilities identification is crucial for emergency evacuation. This problem, known as the r-interdiction median problem (RIM), was first formulated as a mixed-integer program. In this paper, we extend the RIM with traffic assignment techniques using a bi-level programming framework. The model captures the interaction between the facility locations and transportation network flows. A genetic algorithm is employed to solve the model. A numerical example is given to demonstrate the effectiveness of the solution approach.
