Abstract
This text aims to discuss some of the theses of the Elite of power (1981) Wright Mills (1916-1962) in order to understand the role of local entrepreneurship in the development of the municipality of Joinville - SC. Divided into five sessions, the article, anchored in a bibliographic and descriptive approach produces a historiographic construction of the development of the city's business leaders, elites and their influence shrinking action social institutions and local policies. Supported mainly in the theses of Wright Mills - high wheels and the local society, concluded that the commercial and industrial association set up the forces of political and civil associations, brought to you the condition of champion and herald of moral standards to the work and discipline of labor in addition to influence directly on party-political direction of the municipality. The work of Mills allowed including elucidate an elite status to a group that only looked like.
