社區環境營造中社區規劃師的角色—以參與96年度臺南市「府城綠社區」培力計畫的九個社區為例

Abstract

Community autonomy is the core concept in community environment reform. Therefore, besides assisting communities in accomplishing physical environment reforms, community planners should improve community autonomy, too. In terms of the reason, the study focused on the role play of community planners through the processes of community environment reform. After analyzing the operation features and problems of the community organizations under different community planners’ assistants, the study made recommendations about the operation of community planners for future study. On the one hand, the study searched the definition of community planner’s role play from documents. On the other hand, the author observed the processes of nine communities participating in the “Green Communities in Tainan City” 2008 empowerment program, and analyzed relative reports, performed interview with relative community planners and leaders of community organizations. The study drew the conclusions that no matter what the specialty which community planners were, they could be of certain help to community organizations. But the key point if community organizations could grow up or not was the community autonomy which community planners had in hand or not. Moreover, short-term scheme from public sector requested physical achievements and the executive agency overlapped the assisting and evaluating role need more attention and discussions.
