Abstract

This chapter examines the regulations and the provisions in Part A (Standards) and Part B (Guidelines) of the Code of the Maritime Labour Convention (MLC), 2006 in Title 4. Title 4 comprises regulations and the related Code Part A, Standards, and Part B, Guidelines, on topics such as medical care on board ship and ashore, shipowners' liability, health and safety protection and accident prevention, access to shore-based welfare facilities and social security. It contains regulations that involve amix of flag State, and labour supply and coastal or port State responsibilities in the same regulation and Code. It should also be noted that one of the regulations in Title 4 contains provisions that overlap with an important matter also addressed by the IMO's STCW Convention, at least for seafarers carrying out duties that are covered by the requirements of the STCW.
