Abstract

During the 11th FYP, China has formulated a series of policies regarding low-carbon development, represented by the 20% overall energy conservation (binding) target. According to the report on the 11th FYP's energy conservation target published by the NDRC and the National Bureau of Statistics (NBU) in June 2011, all provinces have completed their binding targets, thus local governments have played a critical role in China's low-carbon development and energy conservation. During the 11th FYP, the central government established an energy conservation target accountability system with a top-down approach, supplemented by a corresponding evaluation system. The course of 11th FYP, local administrations tasked with energy conservation were gradually established and developed, forming a management framework that exists at the central, provincial, city and county levels. Local governments have also established management measures for procedures such as fund requisition and verification.
