Abstract

In 2005, environmental protection laws in mainly concerned fighting pollution, increasing the amount of recycling and encouraging public participation. The major environmental legislation passed that year was the Energy Law of the People's Republic of China on February 28, 2005. The Council promulgated two other drafts concerning environmental protection in 2005, which were the Development of Protection Laws and the State Council National Recycling Plan. Apart from issuing environmental legislation, the enforcement of environmental laws was increased. The Administration for Protection elected to investigate enterprises suspected of illegally disposing of hazardous materials. In May of 2005, the Administration for Protection announced that nine enterprises had been found guilty of breaking environmental protection laws. pushed forward its environmental development by implementing the Environmental Evaluation Law, which served to increase public participation in environmental protection.
