Abstract
The United States incarcerates more youth than all other countries. With a focus on the New York City system, this presentation will review historical, legal, structural, and often racist factors that underlie the juvenile detention system. We will consider how the system as it exists to improve the lives of children and families, when executed by a strained and underfunded legal system, can end up stuck in a vicious incarceration cycle. We will consider the emotional and mental health consequences of this for children and families that seek reunification.
