Abstract

Globalization has become an important phenomenon in modern international society. This chapter deals with the high seas fisheries issue from the approach of regional cooperation. The 1982 United Nations Convention on the Law of the Sea (UNCLOS) and the 1995 Agreement for the Implementation of the Provisions of the United Nations Convention on the Law of the Sea of 10 December 1982 Relating to the Conservation and Management of Straddling Fish Stocks and Highly Migratory Fish Stocks (UNFSA) provide certain provisions on the regulation of cooperation among states in dealing with the issues of high seas fisheries. Following the concept of the sustainable development of fisheries, another consideration that should be taken when making policy regarding fisheries is the approach. During the period of focusing on economic development and trade, exploring marine living resources and increasing its production might be the right choice. Keywords: globalization; high seas fisheries; modern international society; precautionary approach; UNCLOS
