Abstract
Food is a direct policy tool as well as an underlying condition of policy in international diplomacy. Food is a political issue as well, with questions about how food systems are established, how they have changed, and who has won or lost in power relationships between various actors. Around the world, various forms of intensive food policy are emerging. The term ‘Food Policy’ has several different definitions, and even within these definitions concepts like ‘Food Security’, ‘Food System’ and ‘Food Sovereignty’ are commonly used, especially in relation to the Food Policy. Food policy is a relatively new and developing area of international relations. This chapter introduces some fundamental food policy concepts and examines the evolution of food policy taking into account EU food policy. It starts with the Mansholt Plan as a case study.
