Abstract
Over recent years, increased attention has been paid to ensuring a more integrated approach to the planning of transport investment at national level, recognising the interdependence of different modes and the importance of the economic context at the national level. Road user charges are significant in both these respects as they are an important factor in travel costs and they generate government income. The paper reviews the relationship between user charge policy, which establishes the basis for setting charges, and planning the development of the highway network. The links between user charge revenue and expenditure on roads, and between charges and traffic, are the main topics discussed. The paper emphasises the value of understanding the user charge system.
