Abstract
This chapter considers how transgender advocates in concert with LGB advocates fought for the right of LGBT workers against unfair employment practices. These groups sought a federal legal remedy against employment discrimination, known as the Employment Non-Discrimination Act (ENDA). They lobbied for an ENDA that would be inclusive of gender identity. However, Congress was unwilling to pass the bill, asserting that associating gender identity with sexual orientation would doom the bill’s prospect. They instead proposed two separate bills, one without gender identity protections (ENDA) and one with gender identity protections (GENDA). In response, hundreds of LGBT groups formed the group, United ENDA, to protest the passage of ENDA if it excluded gender identity protections. The disputes involving ENDA/GENDA show how transgender advocates articulate their interests with LGBs apart from the logics of sexuality to create useful alliances in the future.
