Abstract

I have studied the possibility and effectiveness of Green New Deal using the 4th industrial revolution technology, such as artificial intelligence technology, as an effective means to overcome the limi -tations on environmental improvement, while the Korean government is also obliged to environmental duty under international law. Basic research about this area was not enough. It was not easy to do basic research on legislative policy in the field of environmental law, and there were many incomplete legistlation. It is expected that there will be practical benefits to provide an analytical and harmonious compass for detailed and specific environmental law policies to be developed in the future through basic research on legislative policy with Green New Deal. The 4th industrial revolution technology such as artificial intelligence is changing society. This is causing a new academic and poli-cy perspective to be raised around the world recently that it can give new hope to overcoming the limitations of humankind's efforts to improve the environment. Humankind has made a lot of international efforts to respond to climate change, such as the United Nations Framework Convention on Climate Change, the Kyoto Protocol, as well as the recent Paris Agreement. However, as the contradictory premise that strengthening environmental policy would go against economic development using fossil fuels could not be overcome, the Korean government could not readily implement international environmental policy in earnest. In addition, there were many limitations in monitoring the causes of climate change 24 hours a day with insufficient human power and analyzing and taking measures regardless of location. Therefore, in this study, as a new paradigm for environmental improvement, the basic work of interdisciplinary conjunction law that connects the 4th industrial revolution technology such as artificial intelligence and the environment is carried out for the Green New Deal policy. To this end, first, I have discussed the possibility and permissibility of connecting and grafting the 4th industrial revolution technology and environmental policy with the Green New Deal. Second, it was discussed while comparing Green Deals in Europe and the United States, whether the Green New Deal was just a simple set or list of existing environmental policies, or whether it could be evaluated as an environmental law policy with new contents and characteristics. Third, the Green New Deal combines the 4th industrial revolution technology and the existing environmental law policy to examine what purpose and what tasks should be performed as a legal and policy content as a new truism. Fourth, in particular, legislative policy proposals while discussing what tasks to keep in mind in order for Korea's Green New Deal to not fail, to secure the intended results unlike existing environmental policies, and to transition to a fair and just society. By doing so, the legal and policy implications with the Green New Deal were discussed.
