Abstract

What will it take to bring the next 1.5 billion people online? Beneath the hype of Internet delivery by balloons and drones, the answer has as much to do with smart policy as technical wizardry. That was the attitude among policy experts and engineers who worked together at an IEEE-sponsored meeting in Washington, D.C., in April to draw a road map for how to quickly connect the most people for the least amount of money.
