Abstract

This study aimed to investigate the role of general education curriculum at Chaoyang University of Technology in building citizen literacy in term of relevant subjects and what relevance between this curriculum and 2010 National Elementary Examinations for Civil Service Personnel. The results indicate that the design and implementation of the investigated curriculum in the general education, political science and jurisprudence academic field such as the Constitution of the Republic of China, Constitutionalism and Democracy, and Human Rights have significant relevance to the test questions of Civil Subject. The relevance of sociology and economics are significantly lower. Furthermore, some subjects such as community service, Hakka communities and culture, continuing education has no significant relevance to the test. One interesting finding in this research is that technological university graduates were highly attracted to General Administration category of the exam, so do non social science majors. These study results indicate that students did not learn what they should learn or are not interested in their majors. In addition, the test questions analysis results show that National Examinations for Elementary Civil Service Personnel only test the so-call ”common sense,” not ”essential academic knowledge and skills.” However, the general education curriculum at Chaoyang University of Technology offers students the opportunity to obtain the knowledge and adequate skills to success in the National Elementary Civil Service Examinations.
