Abstract

Barack Obama took place as the 44th President of the United States on Tuesday, January 20, 2009. He is the fifth youngest and the first African American president. After September 11, 2001 attacks, the anti-terrorism wars became the Bush administration’s foreign policy focus. The Latin American Countries used the opportunity to grow rapidly and deepened the relationship with other big power countries. U.S. influence in Latin America is gradually weakened, and with the view of realism, the U.S. national interests are substantially affected. Obama mentioned about “change”, and he used the smart power to implement his foreign policy toward Latin America. This year is the last year of Obama’s first term of presidency. Research on the U.S. foreign policy toward Latin America under Barack Obama’s administration, and the reaction of the Latin American countries is the point of this thesis.
