Abstract

Several MARPOL amendments adopted in October 2010 entered into force on 1 January, among which, inter alia, the revision of MARPOL Annex III Regulations for the prevention of pollution by harmful substances carried by sea in packaged form, specifying that goods should be shipped in accordance with relevant provisions. The goal of this amendment is to bring Annex III in line with the relevant requirements of the mandatory International Maritime Dangerous Goods Code. At the sixty-sixth session of the Marine Environment Protection Committee (MEPC-66), which took place between 31 March and 4 April, several amendments to the MARPOL Convention were adopted, including amendments to MARPOL Annex VI Regulation 13 on Nitrogen Oxides, concerning the date for the implementation of Tier III standards within emission control areas. MEPC-66 also adopted amendments to MARPOL Annex I through to Annex VI to make the use of the International Maritime Organization’s (IMO) Instruments Implementation Code (III Code) mandatory. The amendments add definitions and regulations relating to the ‘verification of compliance,’ thereby making the IMO’s audit scheme mandatory under the MARPOL Convention.
