2. International Treaties and Commentary

Abstract

This chapter describes the international treaties and commentary which contains seven sections. The first section talks about the international covenant on civil and political rights (ICCPR). The ICCPR is a treaty. It was adopted by United Nations General Assembly resolution 2200A (XXI) of 16 December 1966. It entered into force on 23 March 1976. The covenant specifies human rights obligations of states parties and sets up a human rights committee to monitor compliance with those obligations. The last section talks about the human rights committee, General Comment 23, A/49/40, Volume 1, Annual Report of the UN human rights committee, Annex V. The human rights committee, the Committee created by the ICCPR, monitors compliance by states parties with their Covenant obligations.
