The covenant specifies human rights obligations of states parties and sets up a human rights committee to monitor compliance with those obligations. The last section talks about the human rights committee, General Comment 23, A/49/40, Volume 1, Annual Report of the UN human rights committee, Annex V. The human rights committee, the Committee created by the ICCPR, monitors compliance by states parties with their Covenant obligations.
