Abstract

This dissertation focuses on the operation of Hsinchu city council from 1935 to 1951.In the beginning,the researcher discusses the situation of Hsinchu city council under Japanese rule, and then analyzes the councilors and the operation of city council. Mr. Ng Ong-seng was the councilor of Hsinchu city council.His diaries reflects not only his political participation,but records the political experience of Hsinchu elite. In chapter 3,the researcher mainly discusses the post-war city council and Mr. Ng’s act.Trying to understand Hsinchu elite how to respond the important events during 1945 to 1951.The changes of administrative area demonstrates that Hsinchu elites were obviously involved in Miaoli local factions. The transformation of Hsinchu elites’political participation and the reforming of Hsinchu political forces will be in chapter 4.With discussion the Hsinchu elites’participant situation in the case of the Hsinchu County Council elections in 1951, the researcher found that the difference of the electoral system makes many the Hsinchu elites can not continue his political career. In addition,there were also some important elections like Hsinchu county, temporary provincial assembly and representative council(Hsinchu became county-controlled city) in the same year. Under the competition of several elections, Mr. Ng Ong-seng and his records will help us to observe the changes of Hsinchu local factions with different viewpoint. In conclusion, as different attempt Taiwan's political history research, the researcher uses official records, newspapers, and private historical data, especially the diaries.
