Abstract

In the 1920s, the political forces of socialist in Chosun were well aware of the limit of the Local Councils and local elections made by the Japanese Government General of Chosun. However, the Local Councils were a bourgeois-democratic field in which issues directly related to the lives of local people were discussed, and the political forces of socialist didn’t ignore it. Jointed with the local superiors and nationalists, some of them stepped in the campaign tactics such as convention of voters and election of authorized candidates. Their perception was not contradictory to Comintern''s congress tactics, and it is assumed that they also had theoretical consensus with the election tactics of the Japanese political forces of socialist. The local political forces of socialist tried to make candidates of Local councils that would adequately represent the interests of the local people, and also intended to maintain or enhance their own territory in the process.
