Abstract

There is no perfect way to compare the incidence rates of different countries during an epidemic. For this reason, all countries in the world cannot take a unified global response to the epidemic, nor can they implement the same quarantine policy at the same time.
 To change the policy necessary for the transition to the era of coexistence with infectious agents through the appearance of the mutant coronavirus, early detection of infected people, completion of a new tracking and monitoring system considering social activities, change of medical response policies, and utilization of scientific knowledge are necessary.
 For the prevention of future infectious diseases through changes in the quarantine system, referring to similar overseas cases, it is necessary to establish a policy for a new infectious disease that takes into account the context of the existing quarantine policy, the public's experience with the epidemic, and the capacity of the medical system to replace it in an emergency.
