Abstract

This chapter discusses the problems in police leadership. The tremendous strides made in the training and education of police officers has blinded the society to the fact that there are still many police leaders whose primary qualification is seniority in the police service. This liability will be overcome in time because of the pressing need of the police for quality leadership. The vast amounts of funding and the great number of scholarships bid fair to continually raise the level of education. At the same time, the introduction of State training commissions and mandatory training programs would insure at least a minimum capability. Even the FBI Academy, however, does not fill the void of quality training for police leaders. There is need for an institution of the caliber of the British Police College at Bramshill, which has no equivalent in the United States. It has functioned for 30 years to give a professional well-rounded training and education to England's police superior officers.
