Overall, the countries policies examined suggest that countries that enact national library policies are more likely to enjoy a robust, well-funded, evenly distributed network of public libraries. If a library policy is enacted correctly, it need not be a top-down, restrictive document. Legislation, standards, a presence on the national stage encourage the development of public libraries across an entire country, not just in localized pockets. Nations with library networks that are already well-developed still benefit from national public library policies.
